Mentally Disabled Woman Found Living Under Bridge

Police say roommate stole Social Security money from her and kicked her out of the apartment.

When police went searching for a mentally challenged woman who had allegedly been bilked out of her Social Security money by a roommate, they found her shivering beneath a bridge in the freezing cold.

said the woman’s roommate, Lisa Kay Bishop, had stolen her Social Security money before kicking her out of their apartment at 1584 W. Railroad St.

Bishop, 44, is charged with access device fraud, theft, reckless endangerment and identity theft. Investigators said the mentally challenged woman was living under for at least three days before Carnegie police officers found her on Oct. 28.

“It should be noted that (she) is somewhat physically and mentally challenged, thus putting (her) life at risk in elements and harsh freezing weather,” Heidelberg police Chief Vernon Barkley wrote in the criminal complain support the arrest.

Barkley said Bishop allowed the woman to live in the apartment until she got access to her Social Security, put the utilities in the woman’s name and withdrew cash from her account. Bishop then threw the woman out of the apartment, police said.

Barkley said Bishop and the woman were casual friends, but he did not know how long they had been roommates.

Charges against Bishop were filed on Nov. 7. She is free on $3,000 bond.
